When companies use resources to create goods andservices for consumers, they are generally not requiredto pay the environmental costs of such resource use.For example, fishing companies pay the costs of catchingfish but do not pay for the depletion of fish stocks.Timber companies pay for clear-cutting forests but notfor the resulting environmental degradation and loss ofwildlife habitat. These companies reasonably seek tomaximize their profits, so they do not voluntarily paythese costs or even try to assess them, unless requiredto do so by government laws or regulations.
